Rising damp is a real problem and is a quite common in properties & occurs when high levels of groundwater/moisture are drawn upwards through the masonry by capillary action, common signs on Rising Damp are "tide marks" up to 1.5m high on the affected walls on the Ground Floor (Tide Marks on upper levels of a property usually indicate Penetrating Damp or Condensation issues).
